when marking the plate number there is a flaw on the right side. Instead of 7 it looks like 7c.

The correct question with such flaws should be "Is it a listed flaw?" Flaws are not uncommon but rarely constant. Only constant flaws would be listed.

My 2001 'Specialised' does not list any flaws for this stamp. That might be indicative for it not being a constant flaw. The Stanley Gibbons website shows a pair of stamps from this plate, One has a clear plate number without such a flaw. Another site I checked for this stamp showed one with a similar flaw at the rop right of the '7' on the righthand side.

The odds are the type of flaw is known on this stamp but just not worthy of being listed.

Maybe a newer edition of the 'Volume 1' lists flaws for this issue. If ever it will be published, the planned Part 2 of Volume 1 should list it if it is constant.
