I'm thinking I may have something rare here, but usually when I think that I'm wrong, so I'm not going to get too excited yet.
How do I ID this stamp? Where do I even start? Thank you in advance for your assistance.

This is a job for a perforation gauge.
There are several variants, most extremely common and a couple of better ones.
I think this one will work out to perf 11 x 10.5 which is #634 in the Scott catalog, one of the most common.
