26A 1861? Railroad Cover

Is this a 26A? The frame line is definitely broken at the bottom.

The side lines are broken at the bottom because the stamp is from the bottom row of the plate (otherwise part of the stamp below would show on the perf tips). Also the sidelines were recut with the help of a straight edge. As shown with a little help from Photoshop, they don't have the bends and irregularities of freehand recuts. So, #26.
