Hello to all - a huge thank you for any guidance in advance! Relatively recreational and attempting to become a more knowledgeable collector. I recently purchased a bundle of stamps and included is the stamp (that if all went well is posted albeit pretty gnarly). My initial thought was that it may be a 151P3 (NBNC)? That said, it does not appear or feel like such as it is incredibly soft and as you can see, many loose fibers. Thoughts as to what this may be - thank you again in advance.

you posted this as an "introduce yourself"
You would get more responses when you post this under US before 1900. or something similar

Please do not remove posts or make duplicate posts. Rather "send note to staff" and let them make the adjustments.
