Need Help With Republic Of China Overprint On Stamps

I have a 2003 year collection book from The Republic of China which has The year of Ram souvenir sheet in it, as well as an extra which I believe is an overprinted one. The regular sheet as well as another is listed in Scott catalogue as follows-
#3462a - SS of 2 each 3466-3467 issued on Dec 2, 2002.
#3462b - "as "a" with Chinese text in red in L & R sheet margins.
Footnote states- Issued No 3462b , 1/1/03. Chinese text in the L & R sheet margins commemorates the establishment of Chunghwa Post Co., Ltd.

By my observations the sheet has either overprints or cancelations on the Souvenir sheet itself, and not in the sheet margins. Since I do not understand Chinese language characters, can someone determine what this particular sheet is as it does not fit as a #3462b.

A friend of mine says the sheet on the right is a 'specimen' sheet - note that the values have been crossed out.

#3462b looks like this (on a FDC) - note the red characters on both the left and right sheet margins:

Thank you for that information. It does appear to fit. Not having the red print in margins and definetly not cancels, as the one you show on fdc. And the defaced value tablets fits with specimen. I do wonder what the overprint characters are for or spell.
