I'm Confused About This Mark On US Washington 3 Cents

Hi, does anyone know what could have caused the mark in the middle of the stamp? Is it a printing error? Could this indicate that it is printed on the experimental bluish paper? The stamp is hinged.

Blue paper: Not on any coil stamps.

It would be helpful to see the reverse side to get a better idea whether this is a printing flaw, or a paper flaw, or hinge damage, or ???
