Design Type A83, 1p Scarlet, Watermark 33 ... Scott #160, MNH:

The Scott catalog lists values only for mint (purportedly) hinged (MH) and used singles, booklet panes of 6 and tete beche pairs. [Never hinged catalog values begin later]. Some questons ...

- Is from a sheet or a booklet?
- Is there a catalog which lists MNH plate number blocks for this issue? If so, which one?

It's known as a "control number". This is a corner of a sheet, not a booklet pane.

To add to what GeoffHa, already, wrote.

The control is an accounting code. The letter refers to a book period, the number to the year in which the stamp was printed. It is not a plate number.

Values for stamps with controls are given (hinged unused) in the SG Specialised Vol.2. My 2005 edition lists both perforation types for the "J17" control as GBP 1.50, hinged unused. I do not think this will have changed much in the last edition.

The scarlet colour is catalogued at GBP 1, hinged unused, and GBP 2 unmounted mint. There are 16 listed colours that go up to an unmounted catalogue price of GBP 475. And if you can find a Hendon certificate there even are more colours.

Your example has severe condition issues as a control item. It, therefore, would attract the price of the stamps.

Controls, commonly, are collected in horizontal strips of three or singles, not blocks. The strips are to confirm the perforation type that, usually, is obvious from a single.
