I think this could be something issued in China but may have been issued in a part governed by another country at the time. If you have access to a Scott Catalog, try checking the back of France, Germany, etc...the countries that had a stake in China pre-WWII. I checked all the sections of China and the back of the US section, but didn't see one like this. Interesting find...Good luck!
