Does the overprint Especia provisional mean an territory occupied by another country. The surcharge $0.00 1/2, seem a bit odd. Opinions and info will be much appreciated. Thank you.

Could it be made into a revenue stamp ,other than postal usage .With that purple cancel I would say a revenue stamp .

Look at the 1918 overprints Scott #351 also.
