Need Help Identifying Rotary Press Coils , 1939

I know now that these are 1939 reissues of 1938 Presidential Issue perforates. But I don't know what these extra triangular pieces mean. Yes, they are folded under but would that have been how they came from the Post Office? More wisdom here, please.

Here are a couple of examples from ebay showing how they came from the post office.


Often collectors will fold over a long strip to fit onto an album page but I have no idea why someone would fold over a smaller strip like yours except for aesthetics.

So the different colors are just different shades of the same paper, not deterioration of that paper, correct?

The leader and following strips were not necessarily made from the same paper as the stamps, but could be. The perforations on such paper did not need to match what perforation appeared on the stamps.

It looks like some of the strips from the Denman exhibit came folded from the Post Office, as opposed to being folded over later by collectors.
