1923 German Letter From Berlin Looks Like A Official Letter.

German letter from 1923 looks like an official letter but I am not sure. It has 2 precancelled stamps. Would appreciate,if someone could clarify the contents of this letter written in German. Thank you.

Not pre-cancelled, but overprinted "Dienstmarke." Those are official stamps. It is a letter from the local tax office about tax payable (sewege). Pretty standard.

The stamps are not precancelled.
The overprint "Dienstmarke" means "official stamp"
