Hi,
Trying to figure out what the attached picture is.

It translates as "Use welfare stamps", but has no value marked.
I know Germany issues a lot of charity stamps, thought this ,ight be an advertisement or a tab.
Can any one shed some light? Where, when and why was this issued?
