Help Identifying Maltese Stamp With Overprint

Hi all,

Having real trouble identifying a rather curious Maltese stamp (see image). It's a Queen Victoria 1 penny rose-red (c. 1985), but oddly with an overprint of 2 cents. Can't seem to find any mention of such an overprint online. Doesn't correspond to currencies of Malta. Any thoughts or ideas would be appreciated!

The stamp has a Valetta departure cancel. My guess is the 2 cents was a postage due surcharge applied in an other colony...
