I understand that illegal stamps are printed without government approval. Is this the same for illegitimat stamps? If not, what makes them different?

As Partime suggests, the question is a bit unclear. Stamps are either legitimate or not. However, legitimate stamps can be used in illegitimate ways. Is that the distinction you are making?

I was thinking of the State of Oman issues which have been clearly labelled as illegal since there is no State of Oman and the Sultanate registered a decree. With Equatorial Guinea, on the other hand, there seems to be some evidence that the government issued contracts after the dictator President closed the main post office for about 10 years around 1971. If they knew of these issues, or contracted for them, would they still be seen as illegal or could they be classified as illegitmate?
