Has anyone seen this handstamp. Was it a protest on the tax or something else. Has full original gum on reverse with hinge remnant. Any insight would be appreciated.

Sounds like it might be a custom house use for some incoming product. Also possibly some kind of financial paper with a fluctuating value.

I have never seen this marking; someone might have one on a document, which obviously would help a great deal.
