The first three are from Montenegro'sgovernment in exile (basically, bogus stamps).

The last one is a tax stamp from the Persian Gulf Region.

Thanks for the information, it gave me a starting place. Apparently the first set of stamps were issued by the Montenegro Government in Exille in Italy. They are not listed in Scott. A resource can be found at: https://worldstampsproject.org/mont...exile-gaeta/
I sincerely appreciate the starting point. Now onto the the Persian Gulf Tax stamp!
