To Remove Or Not To Remove?

It is still complete. There's just a fold in the envelope that its stuck to at the bottom and I was trying to get it to lay flat enough against the white envelope to show how blue it is. Probably a cut out then, since it does appear to be glued. It's not damaged though, if it is a cut out or a stamp is there any place that I can go to find information about it though. Id still really like to know more about it since I havent been able to find anything similar.
