Did you put a perf gauge on this stamp? Why would anyone use a 21 year old stamp on this cover anyway? (no, it's not a bluish paper)

Why does it look like it has other partial cancels on it, that do not extend to the cover itself?

They appear to be in the same color, so it might just have been a bit of a kiss with the handstamp when the cover was cancelled.

Your pictures and statements sometimes don't go together. I'm assuming that you placed another stamp on top to try and show us that they are different? If so, I'm not convinced. Due to environmental issues and possibly storage over the years, I'm just seeing natural aging. No special stamps here. Of course, if you don't like that answer (that you don't have a special stamp), then send it in for certification. They'll carefully remove it from the cover, if necessary. Good luck.
