Hi,

I recently purchased a 22c Flag Over Dome Booklet which contains 5 Scott 2116. However when I opened the booklet, the page is completely blank. It looks like the stamp were never printed. In this case, do I just throw the booklet away?

The booklet with the unprinted pane is a test booklet. You can find it in the Testing Stamps section of the Scott Specialised Catalog (as TDB32 I think). While its market value is higher than the "normal" booklet BK144, it is one of the test items which got out of the BEP into the outside world in larger quantities. My guess is several hundreds of this test booklet type exist.
