Need Help With A Stock Book "Find"

Hello everyone,
I recently acquired a stock book that contained the pictured item. From everything I've seen and read, I am inclined to think that it's a plate proof (mounted on card) and cut from any essay after it somehow made its way through the postal system. I not aware of any issued Canadian stamp having this design and I believe that the profile is that of King George VI as it is very similar to his profiles on Canada #'s 287, 292, 300, etc. The edge-to-edge design height and width is .960"/24.4 mm and .800"/20.3 mm. The thickness is .0045"/ .1 mm. It has, what appears to be, a hinge remnant. The information that can be obtained from the cancellation is LONDON, PM and JUN. Any insights or information would be greatly appreciated.
