The All American albums I have seen have both regular and commemorative issues They are clustered in different sections and are not mixed chronologically.
Let me rephrase the question. Which is better, in terms of being more comprehensive: having only the "All American" album or having both the "Standard Postage" album and the "Commemorative" album as a set?

I've never seen the albums separate, so I don't know. The biggest difference in the early Minkus album days is that in some editions, there was more coverage for the variety of Farley issues (pairs, etc) I've been more a of a Supreme Global person. The pages for all Minkus albums (as far as I know) are interchangeable between binders.
