The date appears to read 1926 which seems to be very late usage for this stamp?

It looks like 26-vii-1912 to me. Above is "13-14" which I take to mean 1pm to 2pm.

Agree. Since 1977, Sint-Amandsberg has been a community within the municipality of Gent, (Gand in French). Before that time it was a municipality itself. At the bottom of the CDS appears "GAND," i.e. Gent.
