2 Mysterious (To Me) Precancels

This isn't really a real question since there isn't anything specific to it. It is like asking "What about this laptop?" What about the laptop. Questions that immediately need a question in return drive people nuts. Likewise the topic title which has zero specificity and will be useless for searching in the future.

I am guessing you are asking about the postal cancels on top of the pre-cancels?

To me it looked like 2 precancels, MILWAUKEE WIS and ? OR both showed on the left stamp.
About the bars on the 2nd stamp I had no idea. On both stamps the features are so perfectly in line that postal markings did not come to mind.

Changing the misspelled Title will also help.

I can make out "REGISTER[ED] OR INSURE[D]" on the left stamp. I also notice that the pre-cancel is misplaced enough for parts of other pre-cancels to appear at the top and right of the stamp.

On the right stamp, I think I see the stripes of the US flag with straight lines. The stars would have appeared on the cover to the left of the vertical bar. On this stamp, I like the rabbit ears at the top corners.

Edit: John Becker's explanation of the cancellation is right and mine was wrong.

Your precancelled stamps have been overstruck with regular postal cancels. With the general practice of applying stamps square with the envelope and also applying machine cancels parallel to the envelope edge, it is typical for them to have identical alignment when a precancel receives an additional cancel for some reason.

In the left case the slogan machine cancel reads:

REGISTER
OR
INSURE
VALUABLE
MAIL



The right stamp may have the same slogan or a different one. Milwukee used this slogan, 1922-23, and was one of many cities using it in their Universal machines (in this case) or in International machines (typeset differently, but that is going into too much detail.)
