The claim that it always was clear is not supported by a letter posted here.

The letter and changes to the HTS were concurrent.

There appear to be problems with tracking mail handled by USPS.

It is abysmal. I have a lot of "lost" mail including checks and insurance documents. The tracking is hit or miss but the problem is that there is no rhyme or reason to how things travel. I recently had a tracked package that was 25 miles from me for at least a week and then ended up back with the sender. The USPS is a disaster.

Rogdcam, I do stand corrected. You are correct that state taxes are not collected by the federal customs office in US, unlike that of the Canadian government, which has the federal customs collect both federal and provincial if applicable at time of assessment.
But, according to the US customs and border patrol site, under a search for taxes on imported goods, article 000001114 states-
"The US Customs and Border Protection (CBP) does not collect state sales tax on goods imported into the United States. However, if requested by a state tax representitive, CBP will make entries and declarations available. Some states periodically review these statements and send letters "to" importers and travellers informing them that they must pay taxes.
To find out if the goods you import to the United States are subject to state and local taxes visit the usa.gov website."
As quoted by them with one added word - to
