I don't think this was a precancel but could be. this is an envelope that was canceled in 1940 at The Oklahoma Philatelic Society convention. It appears the stamp was canceled before placing on the envelope and appears not to have gone through the normal postal system process of canceling envelopes. It looks to be just a special cancel for the convention.

Looks to be locally produced and possibly only legit due to the cooperation of the local postmaster?
