Help Identify These New York City "Relief" Stamps

Hello, I came across a few New York City "Relief" stamps in a lot of NYC cigarette tax stamps. I can't find them in my State Revenue Catalogue. Can anyone provide more information and/or a reference for the stamps pictured here?

You won't find them in the SRS State Revenue catalog as they are New York City, not State of New York.

I haven't updated the website in a long time as Microsoft updates neutered all of my old (previously current) software and none of it works anymore.

One day I will go through and redo the entire website and add all of the "newish" projects I have picked up over the years.

Also what is the meaning of "For Relief"? Was this a reduction in the price for the cigarettes?

They are both there.

Ignore the inverted "103" which is most likely the distributor's permit number.

It is the 9th picture from the top of the listing.

"For relief" refers to the reason for the NYC tax on cigarettes. It was to provide funds during the 1930's for relief programs for those effected by the Great Depression.
