France Scott B43 1935 Designer & Engraver : Achille Ouvré Symbolic of Music. Surtax was for distressed and exiled intellectuals.  The stamp was reissued in 1936 with a 20c surcharge. France Scott B47 1936  Here are both for colour comparison.  |

France Scott B64 (1937)& B65 (1939) Same design, different colour & denomination. Designer & Engraver : Achille Ouvré "France and Infant" Surtax was used for public health work.   Inscribed on the stamp is Pour sauver la race which translates as "To save the race" Actually what the stamp is really about is written here on this fine site about French designers and engravers. http://www.phil-ouest.com/Timbre.ph...er_race_1937In the nineteenth century venereal diseases, widespread among sailors, were considered a scourge that could endanger humanity as a whole.
The fee of this stamp was for the Society of Sanitary and Moral Prophylaxis founded by Professor Alfred Fournier
first Professor of skin diseases and syphilis at the Saint Louis Hospital (Paris )
This stamp therefore demonstrates that this scourge was still regarded in the 30s as a threat to all humanity .
