Hello and thank you in advance for any advice shared - I am having a time trying to identify the stamp in question. It looks very similar to the 4c RS46a. In fact, Mystic has this exact stamp listed in a for sale ad as an RS46a - however the SC shows a picture that includes the 4c denomination in the corners. Guidance is as always, welcome and appreciated.

This is a post tax label. Consumers had been told for 20 years by all the private die companies to look for the tax stamp of their company. So several continued to use labels for years after the tax was repealed. This one is fairly common, but some are quite rare.

What Mystic actually shows:



On the right most what was clipped is "watermarked USIR" in the text description.

Edit:

Siegel's Power Search shows the "a" as having the corner numerals.

Here is an observation. The stamp you show has no denomination.

A couple of years back a few of us went around and around with Scott regarding their not listing certain US National Park and Monument entry permit stamps required to be displayed on a vehicle windshield ( as was done with RV-series Federal Motor Vehicle tax stamps; see below). Scott began listing such "camping stamps" in 1985 but had values listed and are RVC after the RVB (boating) and before the two RVT stamps for trailers entering National Parks or Monuments (pulled campers attached to vehicles) beginning 1939 which were required in addition to the vehicle entrance permit. They were to be affixed to the license to drive in a National Park or Monument when paying the fee for the window entrance permit.

The entry stamps are each year and location identified and for which a fee was required to be paid upon entry (see below). Fee schedule published and can be found in archives.

Scott acknowledged them but state they were not being list because they did not display a value. So no value, no listing. Sound similar?

The one they list as old paper is the label. The others are stamps listed in Scott.
