30 Cent State, O66 With Some Doubling On Left Side

As mentioned in another post, I have what appears to me to be double transfers on several copies of O66, the 30 cent State.
These are large files. The center of the D (of Dept) seems to wander.
Since the center of the D is wandering, does that mean this occurred in several positions of the plate?

The Sayers book of Departmentals Plate Varieties shows no varieties for the 30 cent State Dept. value. Which does not mean that there isn't some minor plate varieties, but none of these are double transfers.

What would cause the additional partial center of the D if not a double transfer?

Plate damage or incorrect resurfacing is a possible answer. Poor wiping, over inking or other factors would not produce consistent repeatable results. I agree that the items shown are not double transfers.
