RPPC; The First Chinese Ambassador To Rome.

I am not sure of what is going on with this postcard. Clearly it is some type of celebration. The sign they are carrying in the parade says, "The first Chinese ambassador to Rome". Their uniform has a star on the left side. The sign in the tree appears to say school, drive slow. The RPPC stamp box is Cyko 1904-1920's. Does anyone know who, what, when, or where?. Any and all help is greatly appreciated.

I can't really identify the location, but it certainly doesn't appear to be Italy. The whole parade looks like a spoof. Most likely America.

"The image captures students from Shattuck Public School marching in what was then known as the "Summer Extravaganza," an early iteration of Portland's now-famous Rose Festival. This particular parade likely occurred in June 1907."

Cyko studio was based in Portland. A Google image search with the prompt "Oregon" produces the above text.
