Yes, if it was handed to the clerk, then, the clerk would have just asked for proper PP postage without need for the held label.
I was referring to if the clerk had known the item was being offered as Parcel Post (not 1st Class). There is no indication that this was to go PP. Also the flap was sealed, so if PP it had to be an envelope used as a mailing label for a package. In the first 6 month there was no First Class with Parcel Post enclosed. It was either 1st or PP.
