Having trouble finding this in Scott. Anyone able to ID it for me?

Stanley Gibbons defines her as "Mill Girl"
so I presume for want of a better word.
reels of raw silk?

Japanese raw silk was the most important export and sustained the growth of Japan's economy at that time. During this boom, however, the Japanese silk industry began to sacrifice the quality of its silk for quantity, which rapidly harmed the reputation of Japan as a raw silk manufacturer.

(Just to clarify: these were not my scans, but the scans posted by the seller. Not that it matters. Anyway, they're nice stamps, while there are still a few more new additions from Japan in my collection as well.)
