The originals were issued by Russia in 1988.
Scott says to look under Uzbekistan for surcharges.
I have looked but still can't find them.
Any help appreciated in advance.

In my 2009 Scott, they are mentioned in the Ukraine listings but not assigned a catalog number.

Nigel, didn't you have a bunch of similar overprints for some of the other republics? Some of them were local overprints, but legitimate, right?

Just this morning I came across this Scott-listed Latvian overprint. Scott warns of counterfeit overprints - I can't say that I know what to look for, but at least this one wasn't printed on a home computer. It is CTO, however.
