French Indochina stamps were overprinted in 1914 and 1917 with additional value to make them semi-postal to collect money for the Red Cross. Later, during 1918-9, they were revalued with the new currency and reissued again:

The Cambodian Red Cross is the largest humanitarian organization in Cambodia established on 18 February 1955. It is officially recognized by the Royal Government as the primary auxiliary to the public authorities in humanitarian services. It was admitted as a Member of the International Federation of Red Cross and Red Crescent Societies on October 8, 1960.

To celebrate the The 140th Anniversary of Red Cross and Red Crescent and to publicize the activities of the Cambodian Red Cross, Cambodia issued on May 8, 2003 a set of 11 stamps show photos of Norodom Monineath help villagers. John Melchior Bosco (1815 – 1888), an Italian Roman Catholic priest, educator, and writer of the 19th century. While working in Turin, where the population suffered many of the ill-effects of industrialization and urbanization, he dedicated his life to the betterment and education of street children, juvenile delinquents, and other disadvantaged youth. He developed teaching methods based on love rather than punishment, a method that became known as the Salesian Preventive System.
