I have found a product that works very well to house Large USPS "Special Use Envelopes",such as
Pre-paid Priority Mail Flat Rate and Pre-paid Express Mail Envelopes. It is made by Pioneer Pohoto Albums, Inc. - "Family Treasures Deluxe Easy Load Memory Book" –#
K-FTM-15. It is a well made scrapebook with heavy padded cloth covers with expanding wrap-around spine. Includes 10 pH neutral, polypropylene, top loading 12"x15" sheet protectors and 10 heavy weight white page inserts (20 sides). Archival and photo safe - acid, lignin and PVC-free. Reinforced screw post binding allows pages to lie flat and accepts unlimited 12x15 White Refill Pages or Black Refill Pages. Page Dimensions: 12" x 14-1/2" and uses their Refill sheets
RW-15 and comes in several colors including Hunter Green which is very close to Scott's green National & Specialty Albums. The large Special Use envelopes slide right inside each page without have to fold the envelope tab. You also need to order a couple extra packages of Pioneer Extra Long 3cm Extension Posts (3 sets) #
K-P-3B (helps everything fit better) and a couple sets of refills. The spin expansion design will allow many years of issued envelopes. The Scott labels match nicer in color than photo. Not at all expensive. Sold at
