I see the black spots on it, but can not tell if it is dirt or remains of a cancel.

From the marks on the right edge.....I'd say it's used.

From the mark near the end of "postage" would indicate a part strike.
Ideally you would need to offer a scan higher in definition
say just the top half of the stamp at 300dpi or near?

Here it is at 600dpi. (Sorry about the glitter construction paper. It is the only black paper I have at the moment.)

Construction paper works well.....I use it too.....I still say it's used.
