R110 Revenue Stamp Question

As near as I can tell this would be an R110 (Second Issue) Revenue Stamp. It would have been a half decent example were it not for the top edge. Since the top edge is not perforated, did these stamps have to be cut with a pair of scissors? Or was it just poorly cut off of a document in that way?

I would say it was poorly cut off of a document(likely) or poorly cut apart from the stamp above it(less likely).

Thanks again for your comments. An unrelated post in SCF recently mentioned the intricate design of some postage dues ... I feel the same way about some of these Revenues ... plus I'm partial to the bi-colors. Excellent design and detail that you just don't see on modern issues whether or not they are revenues or postage. Sometimes the early designs are so much nicer.
