This Europa stamp was issue by Germany in 1960. That year 20 European countries issued Europa stamps. Europa stamps start in 1956 with 6 countries (Belgium, France, West-Germany, Italy, Luxembourg and the Netherlands) who were already partner in the steel and coal industry decide to have a joint issue. The Europa stamps was to show their association in post and telecommunication. Since then they are issue every year and in 2010 about 63 countries participate. Daniel
