I just came across this. I know I didn't buy it, it was given to me either by a friend or by a stamp company when placing an order.

Did this actually see postal use or was it just a commemorative made for stamp collecting purposes?

It is in fact one of a series of stamps issued to commemorate the visits of foreign heads of state to South Korea. There are also issues for the visits of the Jordanian, Indonesian, Costa Rican and a bunch of other heads of state. Your sheet is #477 in my Michel catalog.
Whether it saw postal use: in my humble opinion...slightly doubtful.

Thanks for the catalog info. Probably just another of those souvenirs produced for the stamp collecting community rather than for postal use. Although in this case, I suppose the stamps were valid for South Korean postage if someone chose to do so.
