Parcel Post On Post Card

Here is a yard sale find in a box of post cards, Q1 pen cancel, the letter carrier wanted to make sure this one would not make another trip. The right perfs have a partial cancellation, I assume the back side picked up a cancel from a fresh cancel underneath. It appears to have Jul 31 mirrored on the back, Parcel Post stamps were authorized for use as postage as regular stamps effectve July 1 1913.

Very nice usage of the Q1, great card. On june 23, 1913, the Post Office Dept. change the parcel post regulations requiring the use of special parcel post stamps. Printing of these stamps was discontinued on June 25. On that date the POD had 28,233,045 1 cent stamps in their vault and 6,291,000 in process (printed but not gummed and/or perforated). They allowed the use of parcel post on all mail to use up the stock on hand. Most 1 and 2 cent usages on regular mail that I have seen are postmarked between July 1 and Aug 31. Those postmarked July 1, 1913 are going for $3500-$4000.
