It's quite common to have the stamps on the back of the envelopes from many Asian, Latin American and other countries. That's a nice cover as it's also a registered cover and actually has an Afghanistan CDS. Many covers I see from Afghanistan to the U.S. are usually canceled in the U.S.
In 1923 in Germany, during the inflationary period, they would often put the stamps in the back and the front of the envelope. There often wasn't enough room just on the front to hold all the stamps that were needed to pay the postage.
