I'm guessing its German?
It envelope was sealed with red sealing wax and stamped
"H.M.&Co." into it.

Cheers

Hi Gord

I am guessing here because I cannot tell if the stamps on the cover you have scanned are perfins or not. However, there was a German perfin pattern used on stamps with H.M. & C.,and this was used by H. Metzner and Company. Not much is known about this firm, when it started and ended etc.

I hope this helps.
