I have several of these 1 cent Roosevelts stamps with the black circle around his head. Is this an overprint or cancellation? There is no mention of a memorial overprint on this issue in Scotts. Could this have been something done by a local Post Office?

It appears to be an overprint, but the question is why? I was sure, but confirmed, that this is not a silent precancel. Interesting! But that's all!
Is ther still gum on the back?
Are all the circles on your other examples in the same position as the one shown or varied? |

It looks like some one was playing with it. The circle seems to be about the same size as a dime. |

If it is not hand printed, it would seem to be an electro print process, This maybe documented in some Philatelic magazine somewhere. |
