I found this Grant deed in my parents papers. Is it better to leave the stamps on the document and does the fact that the escrow company or other entity drew a line through all the stamps affect any value they might have?

Definitely leave them on the document. They are tied by the perfin cancel for the $17.05 IRS amount.

Yes, leave them on. No problems about the line - something like that is very common with revenue stamps, which were often cancelled by lines or signatures.

Anyone have any idea what these are worth?

These are documentary stamp taxes ("DST"). Drawing a line over it is a common way of cancelling it so it cannot be reused. This is acceptable for DSTs unlike the marker monkeys that we currently have
