Yes, it is commonly called a bullseye cancel and is found on many pre-1900 U.S. I have seen them in black, blue, purple, red and green probably more colors out there. The exact size and ring spacing will vary and many were hand made.
Yes, it is a nice cancel. Cancel are not always very beautiful but they are very interesting. I like stamps with cancel or perfins. That's an important heritage key of the World Story.
