What year would this postcard postage be from? Someone wrote 1883 on it, but I'm just not sure. Any ideas?

That design (Scott identifier PC2) was first issued in 1875 (UX4 and UX5) and was again issued with a slightly different inscription in 1881 (UX7).

Base on the inscription it is 1881 UX7

One other quick note: That 1881 postcard (UX7) was in use until the next postal card (with Thomas Jefferson's portrait) came out in 1885, so it is makes sense that the example you provided would have been used in 1883.
