Frankie, I don't know what effect it has on value but I suspect it carries a premium. I have a few similar in my collection and all are dated locals on Bureaus. Edit: I have also seen dated locals over other local types.
I think that the company with the dated device precanceled regular sheet stamps and, as in this case, received Bureau precancels and ran them through as they would with regular. Just a guess.
When devices don't fit the usual catalog listing, it is listed separate with a "L" prefix followed by a sequence number. Chicago lists 77 different devices in the "PSS Town and Type Catalog 7th Edition". IHS = Integral Handstamp.
On stamps that required 'dating' - typically 6-cent denominations and up beginning in 1938 - sometimes users used handstamp precancels to provide the date. They are collectable - but usually dates and additional cancels on bureau precancels reduce their 'value' - sometimes significantly.
