Yes as long as you have enough postage value for the international rate on the envelope. You can use any stamp issued since the Civil War for postage, it is still valid.
The news releases for "Forever" postage states that they will be worth "the value of the 1 oz. first class rate, whatever it may be on the date the parcel/letter is postmarked".
