OK I am betting German on this but that's as far as I can go. No catalog I have shows this (unless I missed it) and it is not in the best of shape, but it would be fun to catalog it and get a near value. Thanks to all in advance.

You're correct on the revenue, and the language is German. I think it is a Prussian revenue that predates the switch to Marks in or around 1875.

Now lets wait for someone to confirm or correct it.

Found a good picture of the Prussian eagle, should have known your were right Nigel. If you had asked me, I would have gone with a double headed eagle for Prussia.

No, Russia, Albania, half the Balkan states, and others have had the double-headed eagle, but Prussia has one head.

This is part of a series of Germany - Prussia revenue issue of 1862.
The stamps in Column A are with gray background, in Column B in black background.
The prices are in French francs of 1915.
