Battlestamps, that is very interesting about your aunt "getting caught".
And I wouldn't expect it any different from Canada Post either.

We're dealing with governments which let some people basically get away with murder yet at the same time
they would probably hound someone to the ends of the earth to recover 59c.

Which reminds me of what happened to me about 25 years ago when I made
an error on my income tax return of an amount less than $100.
Well Revenue Canada started hounding me for the next few months but I refused to pay them partly because I thought
they were wrong and partly because they peeved me off.
Once I got 3 letters from them, all on the same day.
I contacted them by mail & phone and explained to them that if
the spent the same due diligence in retrieving the $10 billion
in outstanding taxes owed by corporations instead of going after me
they would get a lot more bang for their buck.
Of course I finally gave up and paid, including a $60 fine or whatever they called it.
